Creating non-player characters does not require much. Should an NPC need stats, give them a Skill score and a Specialization or more. This should only be necessary when negotiating your needs against that character's needs. If an NPC or more, like a group, band, or faction, are more relevant and impose significant tension to the narrative, you might turn them into a challenge instead.
